Dr Luo Dapeng

Professional Biography
Dr. Luo Dapeng is the World Health Organization (WHO) Representative in Pakistan, appointed to the role on 1 February 2024. A Chinese national with over 24 years of experience in international public health, he has previously served as WHO Representative in both Afghanistan and Papua New Guinea, leading large WHO operations in each country. His expertise includes communicable disease prevention and control, health system strengthening, health security capacity‑building, and coordination of complex humanitarian health responses. Prior to his leadership roles, Dr. Luo worked on health security and communicable disease teams in Lao PDR and Mongolia, served as a malaria and vector‑borne disease scientist in Papua New Guinea, and held epidemiological roles at WHO headquarters. Before joining WHO, he advised the Asian Development Bank in Indonesia and contributed extensively to China’s national malaria control programme. Dr. Luo holds an MD from Henan Medical University, China, and an MSc in Epidemiology and a PhD from the London School of Hygiene and Tropical Medicine, University of London, UK.
