Biography
Mr. Hamed Yaqoob Sheikh is a senior civil servant and policy professional currently serving as Federal Secretary, Ministry of Energy (Petroleum Division). In this capacity, he provides strategic leadership for Pakistan's petroleum sector, including policy implementation, sector governance, investment facilitation and coordination with key stakeholders across the oil and gas industry.
A career officer of the Pakistan Administrative Service, Mr. Sheikh has extensive experience spanning public finance, economic policy, development planning, governance reform and public-sector management. He has held senior positions at both the federal and provincial levels.
Prior to his current assignment, he served as Secretary, National Health Services, Regulations & Coordination Division, Federal Finance Secretary, and Secretary, Planning, Development & Special Initiatives. He has also served as Special Secretary, Power Division and Chairman, Planning & Development Board, Government of the Punjab.
His earlier provincial assignments include Finance Secretary, Commissioner Bahawalpur, Special Secretary Finance and Secretary Livestock & Dairy Development. He has also worked extensively on governance, policy and public financial management reforms through international development programmes.
Mr. Sheikh currently represents the Government of Pakistan on the boards of major energy-sector enterprises. He serves as an ex-officio Director on the Board of Oil & Gas Development Company Limited (OGDCL) and as a Non-Executive Director of Mari Energies Limited.
His professional expertise encompasses public finance, economic and development policy, institutional reform, governance, energy-sector policy, investment climate improvement and public-sector management.
Mr. Sheikh holds an MSc in Development Studies from the School of Oriental and African Studies, University of London; an MBA in Finance from the Institute of Business Administration; and a BA in Economics and Statistics from Government College University, Lahore.
