Biography

Rabia Razzaque is a Senior Programme Officer at the International Labour Organization (ILO) Country Office in Islamabad, bringing over 21 years of experience in the development sector. Her expertise spans employment promotion, labour market systems, industrial relations, social protection, and sustainable enterprise development in Pakistan.

Throughout her career, she has led and contributed to programmes focused on skills development, youth employment, women’s economic empowerment, supply chain transformation, labour market inclusion, green jobs, and enterprise formalization. Her work has particularly emphasized support for climate-affected and vulnerable communities through inclusive and sustainable economic opportunities.

Rabia oversees key areas including social protection systems, labour standards, workers’ rights, and just transition approaches. She has also played an important role in crisis response and recovery initiatives, supporting employment and livelihood interventions following climate-related disasters and promoting enterprise recovery as a pathway to resilience.

A strong advocate of inclusive social dialogue, she continues to promote collaboration among governments, employers, and workers to advance equitable labour market outcomes and sustainable development priorities.
