Rabia Razzaque is a Senior Programme Officer at the International Labour Organization (ILO) Country Office in Islamabad, with over 21 years of experience in the development sector, specializing in employment, labour market systems, and industrial relations in Pakistan.

Her work focuses on advancing decent work, social protection, and sustainable enterprise development, with a strong emphasis on skills development, youth employment, women’s economic empowerment, and supply chain transformation. She has led and contributed to programmes addressing labour market inclusion, green jobs, and enterprise formalization, particularly in climate-affected and vulnerable sectors.

Rabia oversees critical areas including social protection systems, labour standards, and just transition approaches, ensuring that policies and programmes promote equitable access to opportunities and safeguard workers’ rights across diverse industries.

Rabia has also contributed to crisis response and recovery efforts, including supporting employment and livelihoods interventions following climate-related disasters, where she emphasized the importance of job creation and enterprise recovery as central to resilience-building.
